The Government
I'm not sure of all the ways I would change it or even all the ways that it needs to be changed. But the one thing I would change would be for the government to uphold the Constitution and limit itself to only the powers that it is given by the Constitution. I doubt that would fix everything that is wrong, but it would be a start.
